For a caster the hit cap is 17% plus, at the beginning speccing into [Suppression] will give 3% Hit and 3% from other classes debuffs, 11% is the hit rating will be the necessary value with this setup, however, if there is no Shadow priest or Balance Druid present on the raid, and no [Suppression], the amount needed is still 17%.
